In May 1983, MGR government issued an order to raise a structure for housing the Secretariat. But this was given up later. Nearly 20 years later, Jayalalithaa floated the idea of an Administrative City near Mamallapuram. When Karunanidhi returned to office in May 2006, he built the Assembly-Secretariat complex at the Omandurar Estate.
